This would be insanely close (they both have 1-shot killing moves, Rae could banish her, while Jean could vaporize her), but going with Rae, since she has her dad's powers within her and since all emotion from killing is removed she's going to unleash that on Phoenix.

The Pheonix's powers are not pan dimensional... right?

So Raven could suck her into another dimension and leave here there?...  or if needed a breather teleport herself, rest and come back.

I'd expect Phoenix, but I think the fact that I found the 90s Xmen series much more interesting than Teen Titans might be influencing my decision.

Given everything the comics have shown, Trigon is far more powerful than the Phoenix Force, and Raven can channel all of that power.
