The blue agent with the ODST helmet is Agent Florida according to season 10. At the end, he leaves with the A.I "Epsilon" (Church) and becomes Butch Flowers.

He didn't leave with Epsilon; Florida left with Alpha.Β Epsilon was put into storage at an offsite Freelancer facility, as according to RvB Season 6 (**SPOILER ALERT** also the season the original Church dies).

The blue guy was in season 9 but he didn't talk. In epsiode 13 he is at the planning of the hiest but no one talks to him, hes more of a background character. And in the dvd comentary, when this scene arises someone asked Monty "whose that blue guy" to which Monty said "... shut up" so we'll probably meet him, or her, in season 10
