Ok, i think i'm done with the horse part of this pic. i took most of your ideas and tried to put them in the pic
i tried the shiny idea, i couldnt pull it off 
anyway.....
what should i do for a background????? fantasy, castle, forest, mountain, feild, etc..... be really really spacific!!!!

Pretty! You could always try a plain for the BG- at night so you don't have to worry about the shine.

I love this especially the accentuated muscle structures of the horse.
I would put him in a snow scene as the contrast would set off the beautiful work you have done on the tail and mane. I see a little vivid winter blue sky in there too. I am not an artist, I just know what I like.

You could do the horse gallopping in the water on the beach, that would look really nice, and would explain why you can't see the hind hooves; they would be in the water ^^
