She's of an average hight of a pegasus pony her age, with a bit more muscular body traits. She has light colored feathers on her wings, which is not quite common for a normal Equestrian pegasus.
She has short messy mane and something resembling of tattoo in shape of two little waves over both of her cheeks.
She wears a friendship bracelet, which totally doesn't go with her usual style, but it was a gift and might have kind of sentimental meaning and all.

Personality
She's brave and adventurous filly. She can't hold back on any challenge and a self-preservation instinct doesn't tell her much neither, she's able to throw herself headlessly into any kind of danger. She is confident, gleeful and cunning.
Her job could be a profesional liar which she is. She's somehow very good in guessing other ponies' character and actions, which makes her lying even easier.
She likes troubling other ponies around her and making fun of them, age doesn't matter. She likes proving that she is better than somepony else. But in the other hoof, she can't stand when somepony is better than her.
She's trying to get rid of all her weaknesses and things that might hold her down, but sometimes, it just doesn't work well. She doesn't like to talk about her feelings and gets angry when it comes to it. She finds it hard to be sentimental and being empathic while truly meaning it.
Riot doesn't accept authorities and gets angry when somepony trying to lead her or telling her what to do and how to do it. We can say she doesn't come out with adults very well, unless they treat her equally.
Somehow she turns out to be very protective, if there's something she believes is worth it.

Story
Riot was born into wealthy respected family, which owned several merchant ships. Her name was Velvet Heart in those days. Their house was nearby the harbor and Riot often went there with her parents, while they had some business to deal with. But they always left the board of the ship before the ship left the harbor. Riot wished for the day, when she'll also be on one of these ships, somewhere in the open waters, going through all those advatures which capitans of the ships always told her about. Her mother, however, insisted that a dirty ship full of boors was no place for a mare, especially a mare of their standarts. Riot had to stay on the mainland and learn about bussines and all the other stuff she didn't care about. And so..
Once, after one of her traditional argument with her parents, she run from home and hid on a board of a foreign merchant ship. When the sailors discavered her, it was too late for them to go back and so, she was allowed to stay.
The ship was shortly afterwards attacked by pirates and all of them were taken into captivity. It was back then, when Riot discovered some of her high benefits as she helped the crew to escape. Although, during the rescue mission, she got herself captured again.
It didn't take long for the pirates to realize, that they can use her sneaking skills nicely. And so, the filly started to cooperate with them (cuz who wants to be locked up in a prison forever, right) and waited for the perfect moment to escape. To gain their trust, she fulfilled some of their missons. And with every other successfully completed task, she found herself thinking about the escape less and less.
The pirate crew was always thrilled by her performance and improving skills. It was there, where somepony was finally able to appreciate her for who she was. She decided to stay and when the crew started to ask, she introduced herself as Riot. She decided to leave everything behind, her origins, her family and name - because let's face is, what is terrifying about a pirate named Velvet Heart.
She lived with the crew for a while, before she decided to travel on her own - which is not so difficult when you have wings. Food and everything she needed she always stole from the ships that she came across durring her journey. Business ship, pirate ship, it didn't matter. She crept aboard and took what she needed. Sure, they caught her from time to time, but somehow, she always managed to escape. When she gets tired of being alone, she travels with other pirates here and there. Sometimes, she leaves the ship in good goodbyes, in the other times with hooves filled with their investories.

She understand seas and water in all very well, spending a lot of time on ship. She also knows how to use her pegasi advantages to force the water to do what she wants, that can also lead to some water tornados and so.
