Description
An OC dude I had in my head for long time but never put him on paper. He hails from a hidden city and is tasked with bringing back deserters of his people.I picture him as this slasher villain who never talks, like Jason Voorhees or Michael Myers. The only things you'd see when he's chasing you are his big glowing eyes.

This reminds me of the DC Arch in the batman series: Court of the Owls 
Also...reminds me of Legend of Zelda...Kapora Gabora + Ancient hero (from Twilight Princess) = Howl.
