She's wearing purple, not blue. Her outfit is purple signifying that she's neither Red nor Blu.

Originally, she wears a half BLU half RED suit in her office. She should have two extra suits, one all BLU and the other all RED, for when she inspects the teams' bases up close so they continue to think that they're fighting for a reason.

Actually, it's officially canon that she wears a purple outfit. The half-red-half-blu outfit was simply the original concept by the artist who came up with the Administrator's look.
