I got a metal texture that had a bunch of scratches on it(they were black/dark scratches) then in photoshop I used select>color range> and adjusted it till i had the stuff i wanted. It ok, cntrl+c to copy then I pasted on my uv map file and then from there adjust where i wanted scratches cloned some more erases some etc. then I used cntrl+u and changed the color and saturation. I set the layer to overlay tweaked the fill, then cntrl+j to dupe the layer and tweaked that ones fill again.
lol hope this all makes sense, this is the way I did it there are many ways to do it though.

though most of the edge scratches were done w/ brush work. the scratch overlay i talked about earlier was a general texture overlay to add to it.

I've done/can do them as well. It's simply tweaking brush settings and making 1-3 pixel line strokes, and then also creating a custom brush out of them.
