It's white acrylic pen, not a pencil 
The brand is unknown, I bought it from the art store. Hope that helps

Damn I saw the part one to Mockingjay and god this makes me want to watch all those blue-rays I bought all over again.
She looks so poised and confident but the splashes of watercolour are so sporadic they remind me of her sometimes reckless nature.
This is much too stunning for me. . .
