First, you should create a background-copy layer. On this copy you can select the iris (or the area you would like to color) with the round-select tool. (I don't know the exact name of the tools, because I have a Hungarian version of photoshop, but I hope you understand what I'm saying) When the area is selected, you can use the color-balance, and set the color you'd like to have. If you're ready with this setting, you'll see, that not only the iris is colored, because you can't select the area so precisely. You can use the eraser for the colored area, that you wouldn't have liked to color originally.
