Whether you are good at it or not is irrelevant, which is why sometimes I don't believe fan art to be 'art', mainly due to the amount of tracing they do... but story-writing, unless if you're being forced to write it and you're doing it for a quick bit of money, is always art 
Which is why I get worried when I realise most of my stories have psychopathic tendencies...
