Canonically Mordecai dresses like that to work every day, which probably makes him the snazziest wizarding lawyer (as he's Head of the Improper Use of Magic Office) in the entire Ministry of Magic. Canonically Arcturus only dresses up when the occasion calls for it; as a Healer he's not bothered otherwise as long as things are practical.

Quick clarification: Mordecai's white hair is natural, as he's over 60. Arcturus' is not, it's due to spell damage.
