They're boot covers. I did a google search for a tutorial and followed that. I used a stretch cotton for them

thanks! i'm cosplaying lettuce in a few days, so i needed to know to make my own ^o^ i have a non-stretch fabric though, and i'm pretty much making legwarmers that go over a pair of flats, since i don't actually have any good sized boots. i'll have to look up a tutorial ^o^

I altered a strapless top pattern to include the tails. Then put tine strip pockets for metal wire to help it keep it's shape.
