That is a female common merganser (Mergus merganser).

Are you sure? I've checked it in a dictionary, and they say, that it's body is 50-70cm long.
The one I've seen was the same size as a duck.
Probably, I'm wrong, but it just looks strange for me. I don't even know how long duck is... XD
