I have a couple theories about his hair xD

Why would Nappa want to shave his hair? Saiyans are a proud warrior race from a distant galaxy; they take pride into everything they customed too; their strength, power, tactics, spirit and even their hair. Besides the Saiyans already know that their hair can't change or grow back (this coming from personal experiences) so it would be stupid for them to do such a thing and is like taking a piece of that pride away from them.
My guess is that when Nappa lost his race and was subjected to work for Frieza; at some point in his life he decided to cut it off. But the guess is that he lost his hair during a battle with another race or lost it while training with Vegeta. There is another theory that Nappa started doing steroids as well and cheated to get stronger...which explains why he lost his hair, and more muscle mass and became more aggressive and slightly dumber.

Sadly, that movie isn't canon, and according to Vegeta a Saiyan's hairstyle doesn't change from the time they are born.
