I know, I didn't say or do anything, but you did great by it!!! You Vision was great, clear and full of life and color. Originality was a fanatic job, both you, the art, and both of is was amazing. Technique was the only thing that was still so so to me. You art was great, nothing wrong, but you are still a way from it. But, over all, a very amazing thing for it. Nothing will say or do to say that, but you are still an amazing art for it. But, I'm only one person, nothing more, nothing less.

I think this came out pretty well for your first digital piece~
Sure there are a few minor hiccups as you said,
but as with everything else you'll get better through practice.
Here's a quick breakdown to support my rating:
Vision:

-While you didn't start this picture off with any particular character in mind, the end result is easy to understand and does not require explanation.
Originality:

-As per the Critique FAQ guidelines, I would have to say that this doesn't offer too much else in the way of originality. While an original character scores points for originality, in the end this is still just a regular 3/4 view portrait.

-I'm well aware that this is your first digital art piece, so here are a few things that you could do to make your next digital upload even better.
-As you mentioned yourself, anatomy and proportion are an important part of any artistic medium. The most notable thing to mention here is the length of her neck. Just shorten that up a bit next time around and you'll be fine.
-Another thing you also mentioned is your line art. It would be unrealistic to expect anyone to have amazing line art with their first digital attempt, so just be sure to apply the same principles as when drawing traditionally. Two methods you could try are either really short, carefully connecting lines, or long and swift single-stroke lines. The shorter lines tend to work better with a larger canvas size.
-Shading/Highlighting is an area of opportunity as well. There are a variety of different shading and coloring techniques, with the most common ones being cell shading or soft shading. From the hard edges on your shades/highlights, I'm assuming that you went with more of a cell shading approach here.
--Coloring style aside, the main thing to watch out for here is the placement of your light-source. While you do have both shades and highlights, it could be suggested that the picture itself simply has shading for shading's sake. Just by going off of your shades and highlights, it would be somewhat difficult to tell which direction(s) your source of light is supposed to be coming from.

-The character looks good, and the use of white space as a border against the blue background worked nicely as well. These are both advantages, but the downside to this picture is that there isn't anything else to draw-in/engage the viewer.
