All you really need to do is draw the character as if they were interacting with something (be it your hand or an object, etc.) and cut it out! They're not very hard to make 
Coloring is optional, of course; but I always think it makes them cuter.

I can tell because Zexion is my most favorite and I just had to know how to make it but thank for the tell me how to make it I might make more then him though but thanks again

that is really cool how do you color the hair and eyes i am really bad at that part lol

I use colored pencils for everything. ^^
For smaller details I simply sharpen the tip more.
