Because, when you attack the little form of her, she spits-out the larger one! Illogical, I know. Also, Charlotte happened to eat Mami's head, because she thought her head was cheese. A GRAVE misunderstanding! But as seen in one of the failed timelines, if Mami had lived and saw Sayaka become a Witch, she'd try to kill ALL the Magical Girls, including herself! She would've been the one to kill Kyoko (instead of Kyoko self-destructing herself) and almost kill Homura! I know it's cruel to say, but for the sake of the plot, it's good Charlotte ate Mami, otherwise, until Madoka had her time, Sayaka would've been alone in the afterlife, as Kyoko wouldn't had to fight the Sayaka Witch (can never remember the witches' names except the Sweets witch's name) alone and blow herself-up. Hope I got my grammar correct here, I got confused on if I typed this right on that last part. I want to say more, but I forgot what I was going to say, darnit!
