There are 4 rectangular peaces of fabric. One for skirt, and three to make a flounces. But if I could make it again, I would use 4 round peaces of fabric, because the shape would be better.

Yes, but Chii doesn't wear tulle skirt in manga or artbook. I used tulle fabric in Sheryl pink-purple skirt [link]

i know but budget is not alot and i need to do a skirt and so a tulle skirt is easier, faster and cheaper... and how did u do the corpet?

Corset? I bought plain one and I just changed the shape a little bit and I attached laces and ribbons to it.
