I've been playing around with getting that painting effect from layering semi-transparent photographs. I use a combination of fading and deleting color selections of each image, and then take the opacity down to about 25-35%. Then i rebuild the image by stacking the layers. The outcomes vary quite a bit, and sometimes it creates this surprising paint effect.
