She didn't draw it. It was drawing by Inhye (see description).
She just removed the background of the image to make it a PNG. This piece is submitted to the wrong category.

Hi there! Please upload renders to the proper gallery (resources and stocks). Also please make sure that the original artist has given permission for the render to be made. D: Most Pixiv artists do not want their work to be modified or cut out in any way because they do not intend for their finish products to be modified.

Ok, fine! I understand what you mean, but I don't know how to connect with them. Because I find in many website. And I make render for my hobby, not for commercial purposes. I really need render to design. What happened if nobody cut render?

There are many resources out there that are free to use for design. You can use google's advanced search tool to find them (it's under creative common licences).
There are also many resources for stock here on DA under the resources and stocks category (which is where this ought to be submitted to as well). Submitting to the wrong category can be really misleading, and also undermines the visibility of artists who do belong in that category, cause it pushes their image down in the gallery order.
When artists draw an image, they have an idea, or a story, or information they want to convey to their viewers. Cutting their character out of the background destroys the meaning they try to convey. It's very similar to cutting a few paragraphs out of 50 Shades of Gray and sticking it into Harry Potter, then replacing all the character names with Harry Potter character names. The meaning is destroyed, sometimes humiliated, and sometimes entirely spat on. It's usually considered really disrespectful to the original artist and that artist's intentions unless if you wait until the copyright of the art expires, and then, only in hommage to the original piece.
So if possible, please try to ask artists if you can cut renders of their image before you do so, and from artists who you CAN connect with. o ^o;;; Perhaps in doing so, you might realize how many artists don't like it and how many are okay with it.

Submitting to the wrong category is my error. I fixed it.
When I cut render, I usually use the stock have a white background. So, you don't worry about that.
And if I can, I'll connect to the artist as soon as possible.

Thank you for your efforts!
But also what I mean is when people use the renders, they put them on other backgrounds, right? So when you make renders, you enable other people to take the image out of context.

Design is put render is the other background, isn't it? Maybe we have different viewpoint.
So you understand how design mean?

Yeah. XD; When you make a render, other people use the render to make designs, right? And usually, those designs will put the rendered character in a place where the original artist doesn't want. So while you might not be changing the meaning of the image, you give the opportunity to other people to change the meaning of the image, which is often just as hurtful to the original artist.

I know. So, what can I do now?
I design! If I don't design like that, so what mean design?
That hurt the artist. And designer, too! The job of the designer is created new creative, or else?

You can design things using resources that you are allowed to use, such as images that people have released with permission to edit. And you can also ask artists if it's okay to use their art for edits. There do exist images that are made to be used by designers. And there are artists who allow people to use their art for designs. You just have to ask them first, usually.
