Hehe, I've always thought the reason he has a turban on is because he must have some cool-looking dragon horns! That is, I think that when Bliz first came up with him they probably anticipated a very big storyline for him, and for most players MoP was the first time they saw him; it would have spoiled the surprise that he's a dragon if the first time you saw him you got to see his horns ^^ 

I hope that when Bliz includes him again he'll have his turban off <3 Very cool image either way! <3

You're absolutly right, look at the other dragons (except Kalec and Nozdormu for no reason): they have actual horns!
