You did not do any work on this image. There is no way you can get EP for this. It doesn't matter if you upload it into your gallery or not. You paid, you were rewarded with a picture. The commissioner did a picture, and was rewarded with whatever you paid them. You both already got something out of this deal and EP has nothing to do with this.
If you've been seeing other people get EP for their commissions, it's likely because they didn't mention in the title or in the comments that it was a commission, and due to that lack of communication, were given points that they shouldn't have gotten. Other than that there is absolutely no way that anyone can get EP out of a commission.
