I dont think you can OD with your "MAIN" Character. I know other NPC's can OD (And its fuckin hilarious!)
When you take alot, you glow Super Red, and run Rediculously Fast!

For the moment the empire is kinda busy having all their troops spread thin across all of Tamriel, if they weren't at a time of high tensions I believe Skooma would be super strict.

Skooma. I remember that shit. After I exhausted the main plots I started hunting down all the skooma I could find to make a stash. Great fun.
Style looks great as usual. I'd say split the middle cell in two and move the "Skooma" face to the right. That would help get rid of the empty gap. Just a suggestion, though.
