It is one of several possible ships for Dash in my opinion, she is very versatile in that regard. ^^
Sadly it is the most underrated one, as I've only been able to read one fanfic starring it, but that was an amazing read, very cute indeed. The relationship is a lot like between Dash and Spitfire (a more frequently shipped couple), but the common denominator isn't flying, but party.
It's a shame that Vinyl is always busy with Octavia

Well, partying is only how they meet... It explains quite a few things, such as why Dash is so "lazy" (she's just tired from hitting the club), and cuddling plays a role. ^^
