In my opinion, Rarity is mature enough to do proper work for a living, and probably partially provides for Sweetie Belle.
Also the way she acts she could qualify as Sweetie Belle's mom! (which was at one point a legit theory).
Also, consider the minor ponies. for example since Cheerilee looks about the same age as Rarity, is Cheerilee a teenager? So are you saying that Ponyville is filled with unsupervised teenagers doing adult work? I don't think so.
It's just my opinion though.

Objection! Nobody really knows the age of the mane six, it is only assumed that they are teenagers. They could be in their late teens to early twenties for all we know.
