Well I have a pattern with gold shine which i use.
So it looks shine and kinda golden...
The wave in the foreground is called: "Hokusai" - [link]
And I use a brush for this.

Just search for HOKUSAI at deviantart. U will find a brush for the wave. Its in a pack with some other japanese stuff. Really cool if u like this style.
And for the pattern u can use every picture u want to have as a pattern. Just open in Photoshop and save as pattern
