I think the most deadly aspect is an orca’s intellect combined with a bear’s ability to manipulate its surrounding I could easily see them dinging pit tarps, covering and baiting them. Also do they hunt in packs like Killer whales or are they solo hunters like polar bears ?

Polar Bear + Orca ... there must have been a shiver through the collective consciousness of All Seals when this thing was born, Prophecies of Doom and of a Mortal Nemesis to their kind bubbling throughout the Great Waters wherever the pinniped kind could be found, bearing WARNING!

Can't use this in a tabletop roleplaying campaign, players will just try to adopt it since it's adorable. Even when it's dragging a screaming elf into the ocean.

Neee, einem wilden Walbären (und Bären) würde ich lieber nie begegnen!
Sjard soll klug wie ein Schwertwal sein, relativ zähmbar also x)

Reminds me of the class on the evolution of sea mammals in that, at certain phases of history and natal development, there is the likelihood of cetaceans had legs.
Trippy.

So, something like pakicetus or ambulocetus, but much bigger?
This creature is mostly bear-based, I mean, it has a different kind of anatomy

Well, they only scratched the surface of evolution and leftover body parts.
Dolphin fetuses show stubby legs during in utero development, which are not present after a certain point.
