This art piece captured my attention because of its dark and anime theme. At first, I thought you were drawing Sasuke from Naruto because his hair looks a little similar and his eyes appear slightly red.
I find the story of this necromancer interesting. I wonder how he got that cursed arm, what did he do to make him suffer that kind of consequence? The dark sphere’s around his arm give it a magical and mysterious effect. The dark aura further enhances the malignant nature coming from the cursed arm. The way he positioned it in front of him shows he is struggling for control and yet the curse is slowly taking over him and he can’t help it. The fang showing on his mouth often would mislead viewers to think he is a vampire. I would have thought he was if it wasn’t indicated in your description.
The eerie and dark background fits the piece. The dead trees gives people an idea that this character deals with death a lot though we don’t exactly know how specifically. It’s more than enough to give this character a mysterious air.
A few things that would make this piece better is, that the character would have to be colored and shaded darker. He looks too bright and his background looks dark. He doesn’t exactly merge with the scene. I can also see the bottom of the trees, I think you could have extended those tree trunks to the edge of the canvass so it doesn’t look incomplete.

I haven't watched Naruto for ages, but I guess, it's normal to mistake a character on a thumbnail for someone really popular ^^
Unfortunately I can't tell you his background, cause I don't want to spoil about my story, but he surely had a rough time.
I'm glad that the mood comes across and that you like it. Yeah, I purposely wrote it in the discription, cause I thought that most people will associate fangs and blood with vampires, but I think there are so many creatures more with fangs, they always get forgotten about ^^
I see your point in the lightning, I actually wanted him to be in some kind of spotlight infront of the wood, that's also why the tree's bottoms are shown, but that may not make any sense It may have been better, if I made him standing in the forest completely.
I have to learn more about composing single elements on drawings, cause I used to never really make backgrounds at all

Is he a vampire? Just curious. The overall effect of the background is very, very good, though I would recommend taking a few minutes to make those little branches look like they're coming from somewhere. Branches tend to get a little thicker as they attack to the trunk, so it's a little hard to find a way around actually doing them.
I would have liked it if his shirt had more depth. consider adding the link that stitches the sleeve to the main shirt and making the shoulder pointed instead of totally rounded. and add come creases. A totally IMO here: I think that adding some deep, brooding folds and shadows in the white shirt would emphasize the dark tone of this picture.
The bones in his neck are well-placed, though I would suggest using darkened skin to indicate those rather than black line, which always, always take away from a colored image.
Instead of seeing his hair as one body that the light hits light that, try considering how it would hit each single piece of hair.
Lastly, the upper arm of his right hand curves in too much to meet the elbow. I would suggest just starting the line between the two after you know exactly where the elbow is going to be.
All that aside, this is a very good image with a haunting, dark tone.

Of course your comment did help me. There are so many things/mistakes I just don't see until someone tells me so ^^
Or if someone tells me about things to improve, I'm already aware about, then I know, I really have to work on this.
