Nah, in T6 Leo only had ambiguous clothing to choose from. Same for TTT2 as far as normal customization choices goes, but if you have the bikini pack*, you can put Leo in this or another swimsuit that gives her sandals and a bikini top to go with those short shorts.
*This will be released as free DLC sometime in October, if you didn't already know.
