Paint tool sai and photoshop CC
Paint tool say for the basic drawing (including the layers for the animation)
And Photoshop for the animation..I am pretty sure any photoshop can make basic animation like this,doesn't have to be CC and the drawing can be in any program that can make HARD lines like..not soft or anything that is transparent,takes from the quality.
...sorry if I dun make any sense..I am bad at explaining stuff..but there are lots of tuTORIELs around ;D

well,ya..it costs :\ but I'm pretty sure there are gif makers online for free,all you need is to make the layers with the drawing move one after the other...so it doesn't have to be photoshop
And like I said It doesn't have to be sai either,I just have those and I use them,you don't have to~!
(Also GIMP is free if I remember correctly and is pretty good,I think fire alpaca is free as well and I heard people like it,I never tried it but I heard people say it's good...also I heard it has an animating tool as well,so you can try it!)

well,i have MS paint too...as you can see i used gif maker too make a gif,but it did not let me upload it too deviantart...that is why i asked...i have GIMP too...but,still thanks a lot
