A regional Delibird based on Halloween instead of Christmas, pretty self explanitory. Made partly due to my love for the Autumnal season/Halloween and partly because I wanted to give Delibird a bit of a boost in power since its current abilities are a literal joke. Happy Halloween everyone!!
