You have to use the .ico format to change the icons.
There is program called "Librarian" which lets you change the default library icons in windows.

i use librarian and the only icon which can be replaced is in library, how about other icon in navigation panel such as favourites and my computer?

For the Favorites icon:
1. Open the registry editor(regedit)
2. Go to the following entry "HKEY_CLASSES_ROOT\CLSID\{323CA680-C24D-4099-B94D-446DD2D7249E}"
3. Here click on "Default Icon".
4. In the right side Double click on (Default).
5. Now enter the path of Your desired icon in the "Value data:"
For My Computer icon:
1. Right Click on the desktop, go to Personalize.
2. Here at Right Top look for Change Desktop icons.
3. From here You can change the My Computer icon.
Make sure You uncheck "Allow themes to change desktop icons".
Now Log off and Log on to apply changes.

Thanks so much! Just one question for you, I'm also on windows 7 and when I drag the Artsee window around it lags/jumps instead of moving slowly. I don't have a slow computer so that can't be it. Is it just because it was made for an older windows?

I'm using Windows 7 Ultimate x64 and it works flawlessly. I don't know what may be the problem.
We can try one more thing I'll send you my config file .ini and ArtSee.exe once I'm at home.
