Since the Cosmic Cube was destroyed by the Red Skull, when Cap eventually reunited with Bucky he needed to find someway to bring him back. Thanks to Batman, Cap learned about one of Bruce's friends who can use Magic, named Zatanna. Specifically Magic that can change a persons mind. With no other choice, Cap asked Zatanna for her help saving Bucky. When Cap reencountered Bucky again, Zatanna was with him. Cap managed to get Bucky still enough for Zatanna work her Magic.
