Wouldn't guess this wasn't done in GIMP, the lack of shading perhaps? Though you didn't shade all of your Gimp pics either.
This new version looks a bit more redefined, maybe the addition of some nostrils and making the nose a bit more curvier would make him less Spy vs Spy looking.

This is AWESOME. Really REALLY well done. You are improving at a RAPID rate. He looks soooooo good here. I am VERY impressed. So pleasing to the eyes. The line art is very impressive, the shapes, the form. Even the colors. MS Paint you say? Sheesh, that looks GREAT for MS Paint. Your skills are really improving, keep this up. I love his outfit and the way it looks like the wind is blowing it out on the bottom there. I love the jewel he's holding, too. Good job, man.

Scottie, that looks INCREDIBLE! I've noticed his face has gotten smaller, more compact, and he looks a lot less goofy than when I first saw him ever. With his eyes like that, and the special detail with the mouth, as well as the sharpness of the nose, he honestly looks capable of chaos!!!
And the clothes, the robe looks great. Great detail again on the wrinkles and folds.
