Their both murderers,they look almost the same,they both killed their families. I rest my case

That gives them similar characteristics, that doesn't mean he's capable of love. Jeff is, essentially, emotionless, he's basically no longer human. Love is a mixture of very strong attraction and other emotions, which he basically wouldn't be able to feel in his case.
Just because I look like someone, doesn't mean they'll fall in love with me. Especially if they have no emotion.
I rest my case.

Well then I don't have much to go on, but, if you look at what Jeff really is he's a blank slate, or at the very most, a sociopath and a serial killer. Personally I don't see why you'd want a relationship with that in the first place.
