The mechanism of the boat is similar to the davinci paddleboat.It is used to go supply hunting and as an escape vehicle in case the safe town is no longer safe.

I love the idea for a zombie outbreak in feudal Japan; it reminds me of the "recorded outbreaks" listed in Max Brooks' Zombie Survival Guide. Throwing in some Clockpunk elements is like a cherry on top of a warm, gory sundae.
You know, given the skill of the modding community there's a good chance this game could be made a reality using Sekiro: Shadows Die Twice as a base. Implementing a ship/traveling mechanic might be tricky, though the vessel's interior could simply be a self-contained level (like the "Hunter's Dream" in Bloodborne) that represents the ship traveling between locations.
