The funny thing is, Klingons werent originally supposed to even have a cloaking device. I mean, think about it, isnt hiding and sneaking up on your enemy kinda dishonorable for a species that thrives on hand to hand combat?
Besides, if you look at the original concept for Star Trek III (first time we see a Klingon Bird of Prey or a Klingon Cloaking Device), it was supposed to be a stolen Romulan ship. Hence the name "bird of prey", the bird painted underneath, as well as the cloaking device itself.
Actually, going further back, the Klingons werent supposed to be in STIII anyway, was supposed to be the Romulans. But no, popular vote means script changes and leads to changed canon. Way to go guys
