Description The Tkarites are a humanoid species native to Tkara I.
They are the rulers of the powerful Tkarite Freehold.

They are well known for their beauty, their seductiveness and, above all their cunning
and deadly skill with the blade.
They call themselves ‘The People of the Blade’ and with good reason.

HOME PLANET
'The amethyst skies of Tkara have been the subject of many a poem and song. '

Their homeworld, Tkara I, is the first of two M class moons that orbit Tkara Prime.
The planet has two continents and several small islands.
The climate is temperate to tropical with forests, rainforests, mountains, grasslands
and two small deserts.

Tkara I is known for its mysterious air and provocative beauty.
Its amethyst skies are especially famous and known for their stunning nights.

FREEHOLD TERRITORY
“Our hand stretches far beyond our borders’

The Tkarites have colonized their home system and the neighboring Vornel System.
They have formed an alliance with their neighbors in the C’tek and Iskan Systems,
forming the formidable Norayis Alliance which gives them control of half the sector.
They also have extensive trade networks and business ties throughout both the Alpha and Beta Quadrants.

HISTORY
“The history of Tkara is an epic in cunning.”

Tkara is a world of great beauty but many dangers and one has to be constantly alert.
It is rich in resources but nothing is easily gained.

This world gave rise to race possessed of great cunning and skilled in the use of the blade.

In time powerful city states developed.
Instead of one monarch, each city was ruled by a group of powerful Ruling Houses.
One reason for this is that Tkarites tend to be ambitious and if one person has complete
power the others will crave it.

There were intense rivalries between the different city states and different Houses
within the states.

Although one on one duels were common, large scale military attacks were very rare.
A major reason for that was that Tkarites were a very mercantile people and formed
extensive trade ties even with rivals.
Large scale fighting could destroy cites and at the very least would disrupt trade.
Instead they relied on complex schemes, plots, spies and assassinations to bring down rivals/enemies.

Over the millennia the Tkarites raised intrigue to an art form.
Houses that grew weak were destroyed, and new ones rose up.
Their full history would fill a library with books of cunning, subtlety and intrigue.

During the 9th century the planet began to unify, but the old ways of intrigue and cunning continued.

PHYSIOLOGY
Tkarites resemble humans to an extent, with the exception of their skin color.
They tend to be tall, between 5’11-6’2.
They have white or silver hair, violet skin and amethyst eyes.
Their ears are long and pointed.
They’ve stunningly handsome/beautiful and very charismatic.
Some have nicknamed them 'Dark Elves' or 'Space Drow' after mythological Earth creatures.

All Tkarites are trained in both gymnastics and hand to hand combat.
Even those who aren’t specialized warriors are fit and athletic.
They possess greater strength and agility than humans.
They live over 100 years.
Tkarite females are only fertile at certain periods of their lives.

PSYCHOLOGY
“We are the people of the Blade and we follow the Way of Sharpness.”
“Never match wits with a Tkarite. Especially when something is on the line.”

Tkarites are highly intelligent and known for their cunning.
In both body and mind, every Tkarite is as sharp as a blade.

Tkarites, as a rule, are very ambitious, very determined and prepared to use any means to gain
the advantage.
If they want something, few can be more predatory or as Machiavellian.

Their culture is much like the city states of the Italian Renaissance; elegant and cultured
but at the same time full of intrigue and danger.
They would do very well in playing the Game of the Thrones!

“The brighter the smile the sharper the teeth.”

Tkaries make for pleasant company.
They are cultured with a great love for beauty and sophistication.
They are also charismatic, charming and very seductive.

They're also very cunning and while not evil per se, one always needs to keep
on their toes around them.
As pleasant as they can be, when around them there is always the subtle sense
of danger and the inner knowing that you need to be cautious.

A Tkarite is good to have as an ally but deadly to have as an enemy.
They don't have claws or fangs (unless you count their knives) but they are
every bit a predator.
They won't eat you, but don't think that makes them any less dangerous!

When dealing with a Tkarite the wise person never forgets that they are dealing with a cunning and potentially deadly predator.

Information
“Knowledge is a basic tool to power. Make certain yours is considerable.”

Tkarites are highly intelligent and masters of acquiring and using information.
This is particularly true in security and law enforcement.
Over the centuries they excelled in spying and covert missions.

Honor
"When a Tkarite gives their word they keep it."
"A Tkarite can be more cunning then a snake, but once they give their word they never break it."

Tkarites have a strong sense of honor and for all their cunning, are not known to be duplicitous.
They always keep their bargains and never break their word once they give it.
They’ll scheme and use any means to gain the advantage, but once the terms are ironed out they always deliver.

Compassion
“We are the People of the Blade but we recognize that there are different types of strength.”

"Those who ask for mercy, either for themselves or for others, are rare on this world.
But that doesn't mean that we disdain them. And we recognize that there are different types
of strength."

Tkarites are not without compassion and from dealing with other species they have come
to recognize the benefits of other points of view.

GOVERNMENT
“In the Freehold, all have a vote.”

Tkarite government is a mixed model, combining aristocracy and democracy.
Government has long been dominated by powerful families, but all citizens have a vote.

High Matron
The High Matron is the elected Head of State.
They are normally elected for life or until retirement, but can be forced out.

Ruling Council
The Ruling Council is made up of made up of four groups

The Black Council
The Black Council is in charge of making laws and legislation.

Red Council
The Red Council maintains the security of the Freehold.
They oversee intelligence, military affairs and law enforcement
They are made up of the most senior High Commanders of the Karee.

The Supreme Tribunal
The Tkarites’ Supreme Court, they have ultimate jurisdiction over all courts

The Governing Council
The Governing Council is in charge of overseeing the daily running of Tkara

The Assembly
The Assembly is comprised of the common people.
All proposals made by the Councils must be voted for by the Assembly.

A manner of pride for Tkarites is that from their most ancient history, all citizens,
no matter their class or status, have a vote.

LOCAL GOVERNMENT
Each city is ruled by a City Council usually elected from powerful Houses.

The day to day running of a city is run by Archons which are elected from less powerful Houses.

THE KAREE
“To face a single member of the Karee is to invite death. If one faces several members-
death is a certainty.”

The Karee serve as the leaders of Law enforcement and the military.
All members of the Karee are deadly warriors, masters of both combat and stealth
and absolute artists with the blade.

Tarel (Judgment Blade) Law Enforcement Branch
This branch is in charge of criminal investigation and executions.

Zaravel (Silent Blade)Intelligence Branch
This branch serves in infiltration, intelligence gathering and assassinations.

Kareevel (Sharp Blade)Planetary Defense Branch
This branch serves as Tkara’s military.

Branches
Ashinel(Sky Blade)  Space forces

Ranks
High Commander     Equivalent to Admiral/General
Commander          Equivalent to Captain/Colonel
Sub-Commander      Equivalent to Commander/Lieutenant Colonel
Lieutenant         Equivalent to Lieutenant
Ensign             Junior officer equivalent to Ensign

JUSTICE SYSTEM
Supreme Tribunal
The Supreme Tribunal is The Tkarites’ Supreme Court
They have ultimate jurisdiction over all state courts and cases.
Ther are three members.
Members are nominated by the Ruling Council and voted for by the Assembly

High Tribunal
Each city-state has a High Tribunal.
They are the highest authority interpreting the state's law and administering judiciary.
There are nine members(three groups of three.)
Members are nominated by the Tribunal Assembly and voted for by the ordinary Assembly.

Tribunal Assembly
This is made up of every Tribunal member in a City State.

Regular Tribunal
Regular Tribunals handle day to day cases involving both civil and criminal law.
Each city has hundreds of tribunals, each with three members.

JUSTICE PROCEEDINGS
Tkarite justice is swift, effective and often brutal.
When a person is arrested, preparations begin for a trial immediately.

Investigations are undertaken by the Karee.
Tkarites often boast, not unjustly, that they have one of the most efficient criminal investigation systems in the quadrant.
Tkarites are masters of acquiring and information and this is particularly true in law enforcement.

Trials take place in a Hall of Judgment.
The trial is presided over by a Tribunal made up of three judges.
There is a public galley.

The Accuser, or Prosecutor, states what the defendant is accused of and then presents
their arguments and evidence.
The defendant is appointed an Advocate to serve as defense attorney.
After both sides present their arguments the Tribunal makes a ruling.
Sentences are always carried out immediately.

Tkarites don't have prisons or penal colonies.
Punishment for offenses can be fines, property confiscation, community service,
service to the person wronged, being stripped of tile and position, or banishment.

Some crimes result in floggings, being cut, or having a limb cut off.

Tkarites practice the death penalty for anyone found guilty of treason, murder or sexual assault.
The sentence is carried out by members of the Karee, who kill the condemned with blades.

If someone is sentenced to die and someone other than a family member or Advocate asks for mercy for the defendant, it is granted.
This however is very rare: Tkarites are as sharp and hard as the blades they revere and if someone
is found guilty of a crime, very seldom does even a family member ask for mercy on their behalf.

In the rare event that someone does asks for mercy it is granted, but among Tkarites even mercy
can cruel. ‘Tkarite Mercy’ is similar to a ‘Pyrrhic Victory.’
The condemned is given a small chance at survival, but might wish that they hadn’t.

TRADE
“Commerce is the blood of the Freehold.”

Tkarites have never been interested in conquest.
Instead they are a very mercantile people who excel at business and trade.
They have established commercial ties and trade networks with both the Federation and several other worlds.

Tkarites have never practiced slavery, nor will they engage in business with anyone who does.
This has caused frustration for the Orion Syndicate.

SOCIETY
Society is primarily matriarchal.
Females are the heads of the family and dominate in politics, law and commerce.
Males dominate in scholarship, medicine, technology and science.
Both serve in the military and law enforcement.

CLASSES
“With wit and will anything is possible.”
“Where you are born is no guarantee of where you die.”

Tkarites have a definite class system:
Ziyel         Noble/Aristocracy
Aneem       Upper class
Banee       Middle class
Vomel       Lower class

Despite this, classes are not fixed.
Anyone who with enough ability and cunning is able to better themself.
Some methods to rise in status include merit, achievements, military honors, elimination of opponents – physical or otherwise, material wealth and alliances with people in positions of power.

Many has been the cunning and ambitious Tkarite, born to a poor family, who achieved great things and made a name for themself, enabling their House to grow in status.
Some families that started out poor over generations rose to nobility.

At the same time many has been the wealthy Tkarite who lost wealth and power through carelessness or foolishness.
There have been individuals who have lost everything and some Houses had been wiped out altogether.
Among Tkarites this is seen as natural selection.

SLAVERY FORBIDDEN
While there are poorer classes, there are no slaves.
An average Tkarite is as cunning and sharp as a blade and would be dangerous to keep as a slave, as they would spend every waking moment planning how to either escape or kill their owner. (Probably both.)

In addition, if you enslave someone, you may keep them submissive and afraid for awhile,
but sooner or later they (or their descendants) will come to hate you and inevitably rise up against you.
It’s best to make as few enemies as possible and have one less person to watch your back around.

Every Tkarite is ambitious and one way to rise in influence is to benefit one’s city-state.
A slave may hate not only their master but the city state in which they are enslaved
and may try to work against it. But a freeman seeking to advance themself would do what they could to strengthen their city. Thus the state benefits more from freemen than slaves.

Another major reason is that if a society relies on slaves to do their work, it can cause laziness and complacency, which on Tkara must be avoided.

And so while a Tkarite can be forced into indentured servitude as punishment for certain crimes, the law strictly forbids this servitude to last for more than five years. During this time they may not be sold or abused in any way. At the end of this time they must be paid for their services; obviously a small sum, but they must be paid. Also the one guilty alone is punished, not their family.

To prevent resentments, indentures are usually assigned work that benefits the city itself
(Farming, Construction, Repair, Mining etc).
Some indentures have been able to earn back favor by aiding their city.

Since becoming an interstellar power Tkarites do not engage in the slave trade nor conduct business
with those who do, and this has caused frustration with the Orion Syndacite. The Tkarites have also
made it plain that anyone caught trafficking or transporting slaves in their territory will face death.

In 2180 Tkarites intercepted an Orion Syndicate ship in their space that was carrying a shipment of slaves.
The Tkarites freed the slaves and sent the beheaded bodies of all the slavers back to Orion
with the warning that any other slavers caught in their space would receive the same treatment.

FAMILY
Marriage is seen as a means of allying Houses and producing heirs.
It’s common for both partners to have multiple lovers.
Monogamy is virtually nonexistent.
Since Tkarites are only fertile at certain periods of their lives this causes no problem and birth
out of wedlock is extremely rare.

Tkarites are matriarchal and lineage is traced through the mother.
The mother is regarded as head of the family head.
Her husband is referred to as her Consort.

The oldest woman in the family is referred to as Matron.
She is regarded as the family ruler, under her roof her word is law and all obey her.
Her household consists of herself, her Consort, her sons, her daughters, her daughters' consorts and children.

Usually, parents will have between two to five children.
An only child is an unusual occurrence.
The children are referred to in their birth order, Firstborn, Secondborn, Thirdborn etc

Children generally live with their parents until they marry.
When a man marries he joins the household of his wife although he will always belong to his mother’s House.

When a lower or middle class woman marries she leaves to establish her own household.
Many nobles or wealthy families have large estates that have been in their family for centuries.
In their case younger members often stay and several generations live together under the same roof.

Even women who leave to establish their own households, continue to defer to the Matron of their family.
When the Matron dies the next oldest female becomes Matron.

Tkarites have great pride in and are fiercely loyal to their Houses.
Every Tkarite can trace their lineage back centuries.

HOUSES
Many families/Houses are known for their focus on one particular area.

Examples:
House Avola: Farming House
House Baleev: Fishing House
House Co'ge:  Herding House
House Damial: Labor House
House Ereso:  Service House
House Filena: Engineering House
House I'yes:  Craft House
House Jin'yi: Art House
House Klyve:  Science House
House Lorale: Scholar House
House Molaya: Healing House
House Olarea: Law House
House Tomaskir: Warrior House
House Z'Rol:  Merchant House
House Zuvena: Ruling House

All types of Houses have members of different classes
Someone from a merchant House can be poor and another wealthy.

Members of one type of House are free to pursue interests in other areas.
Some Houses over the generations change their focus.

For millennia the Ruling Houses have primarily been made up of the aristocracy.

CULTURE
Art
Tkarites are a very artistic society, greatly fond of beauty and elegance.
Everything about them, from architecture to clothes, bespeaks elegance, grandeur and sophistication.

Construction and design are considered forms of art.
Tkarite cities are famous for their magnificent architecture.
There is fierce competition among cities to design the most beautiful buildings.
Even the poorest areas of a city are lovely and littering is not tolerated.

Architects, sculptors and city planners are greatly respected.
Artists and sculptors are also renowned and wealthy Houses commission great works of art.

Tkarites are particularly fond of performance arts: music, dance, song and the theatre.

Parties
Tkarites are greatly fond of social gatherings and parties.
They are famous for their elaborate galas, balls and masquerades.

Luxury
Although Tkarites enjoy luxury and elegance they are not decadent.
Over-indulgence and decadence can lead to weakness and on Tkara one must stay
constantly sharp and on one's toes.

Fashion
Purple is a favorite color and everyone dresses in various shades of it.
Red is the color of blood and judgment and only the military, law enforcement and judges wear it.
Black is associated with solemnness and only worn for solemn occasions.

Sports
Every Tkarite is trained in both dance, gymnastics, hand to hand and the blade.

Tkarites flock by the thousands to arenas to see demonstrations of their favorite athletes.
Gymnastics, races and martial arts are popular.
Knife or sword play are particularly favored.

It is permitted for spectators to challenge athletes.
This is seen as an opportunity to learn a new technique.

Tkarites greatly enjoy games of wit and strategy.

The Art of Combat and the Dance of the Blade
All Tkarites are trained in hand to hand and the blade.

Ordinary people are Aree,(First Level).

Professional athletes, guards, attendants and lower ranked members of the military are
Paree,(Second level).

Members of the Karee are 3rd level: the Masters.

Guest Right
“To you I extend both the welcome and protection of my House.”

Tkarites are very hospitable and Guest Right is taken very seriously.
It is an ancient tradition, that goes back thousands of years.
It is respected by everyone from the highest noble to the poorest laborer.

When a guest arrives the head of the House extends a verbal welcome and giving of protection.
In doing so they are pledging that the guest will be safe under their roof and under their protection for the duration of their stay.
Since Tkarites never break their word, a simple verbal statement is enough.

Once Guest Right is invoked, neither the host may harm the guest, nor the guest their host.
For either to do so is punishable by death

SEXUALITY
"A Tkarite doesn't need pheromones to get someone into bed!"

Tkarites are very seductive and see nothing wrong with having multiple partners.
Marriage is seen as a means of uniting Houses and producing heirs, its not necessarily for love.
Its common for both partners to have multiple lovers.
Monogamy is virtually nonexistent.
Since Tkarites are only fertile at certain periods of their lives this causes no problem.

If a Tkarite is interested in you they'll let you know it.
Not only are they beautiful, they rival Orions and Risians in bed.
Tkarites often snort at Orions stating "A Tkarite doesn't need pheromones to get
someone into bed!"
Tkarites are every bit as predatory about getting someone into bed as they are in all other aspects.

“Never against another’s will.”
"A Tkarite might seduce you, manipulate you, spy on you, steal from you,
ruin you, even kill you. But a Tkarite will never, rape you.'"

For all their seductive ways, a Tkartite will never force themself on someone.
Their strictest law when it comes to sex is: ‘Never against another’s will.’
To break that law is punishable by a sharp and painful death.
If someone tells a Tkarite ‘No’ they immediately back off and never approach them again.

Very few tell them no however and Tkarites, are very good at reading others
and telling if they're interested and/or willing.

Tkarites always respect the monogamous claims of others.
If they meet a non Tkarite who is married/involved with someone else,
they don't approach them.

NLIANS
“May your walk together be long and may none come between you.
You have my word that I will not. Upon you shall no hand be laid…save hers."

The Tkarites have a unique relationship with their neighbors, the Nlians.

Both species are trade oriented and both always honor their bargains.
But aside from that the two races couldn’t be more different.

Tkarites are sharp and cunning, while Nlians are gentle and open.
Tkarites are sensual and seductive, while Nlians save themselves for their lifemates.

Nlians are openly affectionate and very touch oriented.
Among Tkarites touch is usually an invitation to share physical pleasure.

Among Tkarites monogamy is virtually unheard of.
Among Nlians disruption of a Mating bond is fatal.

When the two species first met this naturally led to misunderstandings.
To prevent misunderstandings and accidents the Announcement was developed.
When a Bonded Nlian couple encounter a Tkarite who they know they will be spending
time around, they 'Announce' or introduce themselves.
If the Tkarite in question is female the female will announce.
If male the male will announce.
They introduce themself and their lifemate and make known their claim to them.
The Tkarite must then acknowledge the claim and pledge to honor it.

In doing so the Tkarite is not only pledging to honor the Nlians’ Bond, but to protect it.
Not only will they never come between them, they won’t allow any other Tkarite to either if it is within their power.

TECHNOLOGY
Tkarites excel in computers, engineering and information gathering

TOURISM
Tkara has commercial ties with many races throughout the Federation and their world
is famous for its beauty and elegance.
This has resulted in many offworld visitors.

Tkarite hotels and resorts are beautiful and well known for their services.

Tkarite Bath Houses are famous and very popular.

MILITARY
The Tkarite military, the Kareevel (Sharp Blade), is a combined service much like Starfleet.
It has two branches:
The Ashinel (Sky Blade) Space forces
The Xianel (Earth Blade) Ground forces

Officers are all Karee level
Non commissioned are Paree level

Officer Ranks
High Commander A flag officer equivalent to an admiral/general
Mid Commander  A flag officer equivalent to a commodore
Commander      A senior officer equivalent to a captain
Sub-Commander  A senior officer equivalent to an Commander, usually an executive officer
Lieutenant     A mid level officer, equivalent to a lieutenant
Ensign         A junior officer equivalent to an ensign

At the head of the military is the High Command

Like Starfleet, the Tkarite military utilizes a wide range of vessels and ship classes.
Their ships rely heavily on speed and stealth.

Tkarites are proficient in the use of hand-to-hand weapons and unarmed combat, and prefer
to fight using these methods over beam weapons

OFFWORLD TKARITES
Over the years many Tkarites have left the Freehold to seek their fortunes elsewhere.
A few wish to escape the intrigues and power-plays of the Freehold.
Others seek better opportunities to gain power and influence.
Many simply seek adventure.

Offworld Tkarites excel in business.
Those of warrior bent serve as guards, enforcers, spies or mercenaries.
A few have joined Starfleet.

Those who leave must follow five strict rules:
Do not break the First Law of the Flesh.
Do not break your word.
Do not involve yourself in slavery or conduct business with those who do.
Do nothing that will disgrace your House.
Do nothing that will harm the interests of the Freehold.

An Offworld Tkarite who breaks any of these rules will be branded a criminal and hunted down.

CONTRIBUTIONS TO STARFLEET
Tkara has cordial relations with the Federation and over the years a few have joined Starfleet.

Males tend to gravitate toward Science.

All Tkarites excel in information and intelligence gathering and are very good
with languages and computers.

With their combat skills they make formidable security officers.

That they are. I'm sure Oberon would love hanging out with them.
Come to think of it a lot of people from Westeros probably would!
(Bit of a treat you'll be seeing more of them soon!)

How do you think she'd feel about Nlians? I'd imagine she might find them boring.
Most people seem to prefer cunning and intrigue

Yeah, Candy would probably find the Nlians boring.  Though she's lived on Vulcan for a few months and Candy also likes D&D, hologames, singing and she plays the guitar.  Also, is there anyway Candy could challenge herself mentally among the Nlians or any cases she could solve while there?

She might like the environment itself if she's into extreme sports.

Much of Nlia is a harsh desert it also has tall mountains and steep canyons if she likes hiking
and rock climbing. And their world does have a lot of predators so they know to be wary.

One big reason the Nlians were peaceful was because it was an effort to survive in their harsh
environment. The had to fight against the environment, they couldn't afford to waste resources
fighting each other.
As for cases there are always mysteries. I have to admit I'm not much of a mystery writer.

No, Candy's not really an extreme sports fan.  Chris is the athletic one, but I'm not sure if he'd be into extreme sports either.  Does Nlian have any dark history?  If Candy can't keep her brain satisfied, it doesn't go well.  That's all I'll say.

You can read a bit about their history here. I just posted it.
Tkarite History“We are the People of the Blade.”
The Tkarites are a humanoid species native to Tkara I and rulers of the powerful Tkarite Freehold.
They are a race well known for their beauty, their seductiveness and, above all, their cunning.
They call themselves ‘The People of the Blade’ and with good reason.
FREEHOLD TERRITORY
“Our hand stretches far beyond our borders’
The Tkarites have colonized their home system and the neighboring Vornel System.
In addition they have formed an alliance with their neighbors in the C’tek and
Iskan Systems,
forming the formidable Norayis Alliance which gives them control
of half the sector. They also have extensive trade networks and business ties throughout both
the Alpha and Beta Quadrants.

I'd have to say their Machiavellian nature and the detail you've presented when describing their history and background.

Incredible Job!!!

This is a very informative chapter the amount of thought you put into this is obvious in my opinion. I really loved and am  especially impressed with the thought put into the Tkarites species Government, Politics, and Culture and I really hope to see more.

It would be an 'interesting' place to visit to be certain.

As for what strikes me the most about the Tkaran people, it would have to be their sense of right and wrong. The punishment for certain crimes is severe for a reason. Simply put, never again. The question is, why?

I'd like to go on a tour of their cities.
I'd also like to attend one of their galas I've always wanted to go to a ball
I'd also probably want to see some of their sword fighting competitions.

As for their punishments. Tkarites aren't the only ones who have harsh laws
Klingons, Romulans and Cardassians practice the death penalty and Andorians had duels to the death.

Even on Earth some cultures had harsh laws. The word Draconian originated from a Greek law maker
in Athens called Draco who was known for passing very harsh laws.

Also when the Zulu king Shaka Zulu first encountered the British his visitors noticed that the Zulu
had no prisons. If someone committed a crime they were executed. They were shocked and told Shaka so.
When they explained about prisons it was his turn to be shocked. He thought it barbaric that the British
locked people up in cages like animals.

As for why some Tkarites laws are so harsh I haven't worked all that out yet.
