Here, in America, it's a pretty popular name, actually I've known a few, and they weren't Asian
But when you're changing names from Russian to English (or at least from Cyrillic to the Latin alphabet) I would just follow the letters as they go. But for me the name Татьяна was difficult to figure out. Tat'jana/Tat'yana looked awkward, so I dropped the apostrophe altogether. And instead of the soft-sign, you can write an "i" if you don't like the apostrophe.
