Pretty much, the jackals are the caretakers in ensuring the restless dead longer not in the mortal world. Just folks have taken a negative connotations to the association with the dead.

I guess the question then comes in:
Would she get full during a zombie apocalypse? I mean, as a were-jackal, there has to be SOME limit on the amount she eats.

She can devour enough to satisfy the hunger that it no longer really drives her to readily consume them. Though even if she no longer eats them. The wounds from her bite and claws are debilitating to the undead too. They can't recover as the essence has already been return to the underworld.
