I think this a mandala because the design in the centre is concentric and can be circumscribed within a circle. At a philosophical level, I would definitely interpret it as one. According to this website [link] a mandala is "a cosmic diagram that reminds us of our relation to the infinite, the world that extends both beyond and within our bodies and minds", and "an integrated structure organized around a centre".
