Notifications with toggles and weather info is part of the AOKP ROM
ICS Blue navigation buttons, battery indicator bar (just above the buttons) and status bar battery icon also part of AOKP ROM

Caution: You can do most of these things on a stock Galaxy Nexus, however if you would like to install the custom AOKP ROM, you will need to have a rooted phone.

If you attempt this, make sure you read up first (XDA Developers is a good place to sart). I am not responsible if something goes wrong with your phone.
