The characters of this pic is Nova (left) and Soleil Draver (right). Though their appearances are similar but they are different people.
Nova's original form is a blazing dragon_one of two dragon Gods, and he's also the soul of Clair's blade_Blazer Saber. When he saw Clair's sadness of losing her sibling brother Soleil, he tried to imitate Soleil appearance to cheer up her (actually when he saw Soleil photo). But he can't maintain his human form forever, so he just showed it in some cases

Soleil Draver is Clair's older brother. He left his home to become a natural photographer and disappeared five years before the event of Holy Era. In fact, he was attacked by an Enferoid and almost dead. At that time, he was saved by The Master Spirit Seigneur. Realizing the relation with Seigneur, Soleil accepted the contract to become a Megaman and follow Seigneur to the Para World and joined The Chevaliers to guard the Hallow Emerald. Everyone went to Para World losing their memory but Seigneur helped Soleil to keep it, so he could remember his name and his sister. However, when he's in Para Wolrd, he still used his codename Lancelot. He help another female member (Gawain) to recover her name (Grenat). In H.E 3, he did all his best to help Clair and the others, but refused to return to his world. In final battle, he combined his power and Siegneur's to open the Space Gate last time for Clair's group to escape. About him, he decided to stay with Seigneur and the Chevaliers until the last minute
