I first want to start on how amazing that is, you have Shadow who still looks himself as the Mad Hatter who is kinda similar to Shadow in a way. The technique is fabulous!! First of all, Nice job on the top hat! I could never do that in my whole life!! ^^
The whole background really brings out the whole character's look! I especially loved his eyes! I cant stop looking at them!
His clothing is also outstanding! Its the best costume I've ever seen!
The colors in his clothes are absolutely awesome! And I love that sword of his! Its breathtaking! ^^

You really made Shadow become the Mad Hatter, but you also put some of your own twists in there, which is a great thing to do if you want to become a true artist. First of all, let's get the bad news out of the way. There's only two little things that could use some more attention: the lines and the streamer things.
When I clicked the download button and was able to get a closer look at this piece, I noticed that some of your shading lines were a bit messy. They went out of the main lineart and either into the background or into another part of Shadow that they shouldn't have.
The streamer things, I'm sorry I am not sure what they are, could use some shading and highlights. They look flat and too bright without them. They also appear to be coming out of Shadow's pocket in an odd way. It seems as if they are just attached to his coat.
O.k., so now that those things are out of the way, let's focus on the best qualities of this digital work.

The glowing effect should also be recognized. It's not too strong that you can't tell what it is glowing around, yet not too dull that it is not noticeable.

First off, I can never draw top hats. It's just so difficult in my opinion. What I absolutely love about it is that it blends really well. The light is reflecting in the right direction. To me his eyes look amazing, with that sense of glow. I would say possessed since they give off a sort of look of it, unsure about it though. But it is wonderful! Kind of amazing how he has that sword in his hand. Mad Hatter's gone off to war and won!
