I kind figured of she was just another pawn, by the end of episode 11 we still have no idea what her motive is, I'm pretty sure Salem is the one in charge.
I wonder what the deal is between Salem and Ozpin, there might be something to the theory that Ozpin is the Wizard and Salem is the Winter Maiden.
I still can't figure out how Raven fits in to all of this.

Well I think it was made a key point in openings that the Grimm was more likely higher antagonist and the red portal thingies. Although I would like to know how Salem got to Cinder.
I'm siding more to the theory that Ozpin and Salem where the first inhabitants of remnant. I don't think Salem's the winter maiden though, I think it's just coincidence.. (maybe?)
For some reason though, I think Raven could be a part of Salem's pawns? but that wouldn't explain why she still has contact with Qrow
