Oh right, to match that horrendous and hideous color scheme from the anime.  You can edit it to colors you like better I say.  The design is following Oda's character model closely enough that I don't think it will matter if you have the right colors on the hat, jacket and scepter.

I'll follow the color scheme from the anime... it's not the best one but soon it'll be the most "famous":/ 
the only thing i really don't like is that green of the candies on the hat :/

Infamous you mean.  I get the feeling fans will be creating fan art with PeroSpero in a myriad of colors for a long time after this, anything BUT his color scheme in the anime.  I might be one of them if I ever find a manga page to color.

è stato un trauma quella lingua ahahah ma in realtà il problema è stato il cappello e i ...capelli...(?) qualunque cosa sia quella roba a pallini xD continuava a cadere tutto XD quando escono i colori valuto se è portabile in fiera e nel caso rifaccio tutto da capo XD

Magari ha una specie di rete per raccogliere i capelli. Sinceramente non ho idea di cosa Oda si sia fumato per disegnare un personaggio come questo... Essì che ci ha abituato a certi standard folli!  XD

I don't have the rest of the costume yet XD without official colors I can't complete the cosplay T_T 
(the hat can be painted, it's black and white for now)

I saw the movie, didn't like a couple of scenes but it's a nice movie... 
I love Tesoro's first outfit (the white and gold one), but I'm working on four cosplays for this year so, for the moment, I don't have time or money for a new one XDD
