Judging by their tone, the Cybors have been taking (or as some would say, Stealing) their (most likely australium) weapons. Am I correct?

they would describe it as "confiscating", but ye it only makes sense that a group dedicated to the control of Australium to prevent its misuse would confiscate Australium weapons. That of course opens up other questions about grey Mann and potentially O.w.N (in a cross modiverse scenario).

Well, they should better be ready to fight, since any merc whose valuable Australium weapon was "confiscated" is 9001% gonna be pissed off.
