Usopp is suppose to be lean, so he looks okay to me.
Sure, as the Seabody Arc shows him with an open shirt, we see he's got sculpted abs, but Oda's art shows Usopp as slim. He's like his dad, Yasopp, who was lean for over 10 years being a pirate and only in the last year showed muscle gain.
