As far as I know they're just bits of land that people really fought for to keep green. There's more profit in turning a piece of land into a multi-level parking lot or shopping center or hotel or residence, but at the same time humans need to connect with nature to feel sane.

I think it would. I know Mont Tremblant has a camping ground (its been years, hopefully it's still there) and you should also visit Val-david on a saturday. There's a market and the mountain is a lovely walk.
