It took me a while to finally finish this
since I originally intended for it to be snowy
but then... textures happened and this seemed
more fitting

There's a lot of Theories:
1. Germany Don't know who Chibitalia was.
2. Germany don't recognize Italy as Chibitalia (Because HRE/Germany think he was a girl).
3. Germany loves Italy and remember him as Chibitalia (All GerIta comics theory)
4. HRE looks like Germany but it's a different Character.
5. HRE was Germany's brother/Ancestor. <---- That's my Theory.

To answer your question...well, you can look at the historical explanation (I know I'm quoting from wikipedia, but oh well) that "Napoleon reorganized much of the Empire into the Confederation of the Rhine, a French satellite. Francis' House of Habsburg-Lorraine survived the demise of the Empire, continuing to reign as Emperors of Austria and Kings of Hungary until the Habsburg empire's final dissolution in 1918 in the aftermath of World War I." And "The Napoleonic Confederation of the Rhine was replaced by a new union, the German Confederation, in 1815, following the end of the Napoleonic Wars. It lasted until 1866 when Prussia founded the North German Confederation, a forerunner of the German Empire which united the German-speaking territories outside of Austria and Switzerland under Prussian leadership in 1871. This later served as the predecessor-state of modern Germany."
Hmm...well, it kinda does sound like Holy Rome eventually became modern Germany...but on the other hand, it could be just as possible that Holy Rome and Germany are two different people.
Long story short, I guess it depends on who you ask.
(personally, I do think Germany used to be HRE.)

Actually, I've been hearing from my profs that Germany used to be HRE
but then again that's the historical context of it and I'm not sure
if Hima-papa just wants to mess with us or he really did interpret it differently
*you know... separating HRE and Germany when Germany really was HRE before*
...or maybe they are one but he just doesn't want to tell us directly. eg. the valentine event where Germany had memories of chibitalia *squeal*
